The repeated phrase, "we shall not be moved," refers to the idea that during strikes, the workers will hold their ground to show that they have strength and power in large numbers. This shows that no matter what happens, the workers will do whatever they can to improve their quality of life and will not give up until they get what they desire. Additionally it shows a sense of camaraderie due to the repetition of "we" showing that the workers in labor unions are truly united.
